Over recent years, investment and development in the telecommunications industry has concentrated on high capacity “core” networks as evidenced by the deployment of Dense WDM optical technologies, gigabit and terabit routers, and substantial global SDH and SONET networks. However, with less emphasis on the development and deployment of “last mile” access technologies, it has been very difficult to exploit this enormous network capacity effectively. 

The recent downturn in global telecommunications has forced many service providers to focus on maximising use of their existing core networks. Broadband access is seen as a major contributor in the drive towards higher network utilisation by both small/medium enterprise and consumer markets. 

The opportunities created by the availability of “always on” broadband services include convergence of previously separate services such as voice, data and TV/video on demand. However, there are many technical challenges associated with the cost efficient deployment of a reliable broadband capability, with the approach followed depending on the technology to be employed: xDSL, Cable, Wireless or Satellite. Other significant challenges lie in the complexity of integrating the business processes and service management aspects of supporting “multi-play” services such as voice, data and TV.
